Before speaking to Carl who activates the mission
How:
Go to the entrance to the power plant and park your car halfway into the entrance so that your car has its front wheels inside the power plant and its back wheels outside in the car park.
Then get out and walk to Carl. Start mission, then walk back to car. Get in and you can then use the power plant/Stone Cutters hidden tunnel to beat Smithers to Burns mansion.
If you don't park your car correctly then you can't use the power plant short cut because it is blocked off.
This cheat works because as the shutters come down to block off the power plant short cut it hits the top of your car and stops until the car is moved.
Warning! If you park your car too far inside the power plant then you'll have to cancel the mission to retrieve the car because it will be trapped inside the power plant.

You will need a few cheat codes for this cheat in order to activate a cheat code you need to hold down R1 + L2 walse typing the cheat code. First of all type the "invicibility cheat" triangle, x, triangle, x Then type in "The blow up cars cheat by touching them" triangle x2, cicle x2 the last cheat you need is the "Car jump cheat"
