On level 2 (barts level) find the giant escalator and drive up it at full speed when you come flying off of the top keep on going straight ahead untill you come to a right bend.stop there and get out of your vechile.You should see a stair case that is blocked of with police tape.Jump over the tape and climb to the top of the stairs.When you get up there walk to the other side of the platform and then jump onto the oposite platform and and get into the monarail that will hover on road.
