At the beginning of a race pause the game, then press Left, Down, Right and Up on the D-pad. A new menu will come up saying Game Cheats. Now you can edit vehicle stats and so on.

To make the track favorite fall behind the pack, you have to take a risk. Take your podracer way ahead the track favorite into a narrow space, a blind turn or any other place where he can't pass you and stop. Now wait until the track favorite joins with you, and he will explode. If you look on the map of all the racers flags, the track favorite will most likely be in third or fourth place.
