Effect: Get the cart, that lets you access twinkle park all the time.

With Knuckles, run towards the locked doors that would lead to speed highway with Sonic and Tails, and to the left of it is a spinning object. Pick it up and take it to twinkle park building and the elevator will come down and you can enter the building.
