It is in the Henne Mines, in the Phase 2 dig. You have to talk to Geomancer Yugella in Jahara after you get 10 espers and he will unlock a secret area in the Henne Mines. The chest has a 10% chance to spawn, a 10% chance to contain an item and 10% chance to contain the Zodiac Spear. So theoretically, you're facing a 1/1000 chance of getting the Zodiac Spear from the chest. You will have to wear a Diamond Armlet when opening the chest to get any chance of obtaining another Zodiac Spear. You also need to complete the Mindflayer hunt.
