When you get to one island, you go up to MT.Ember and catch Moltres. You may also notice there are 2 Team Rockets, but they won't battle you yet.
When you have beaten the Elite Four go and got the National Dex, the two team rockets should Battle you, when you win they will have dug a cave go in and get the Ruby Plate. Take the Plate to the man by the Network Machine. He will give you the Rainbow ticket and you can now swap to Pokemon Ruby Version.
