At league office. Each town has a roster of recruitable characters it rotates thru its league office each time you enter. Each time you only see a portion of the characters available in a town.
How:
When recruiting make sure you enter and exit the town several times checking the recruit screen each time, doing this you can make your selection from all the characters a town has on offer rather than the few it dispays each time you enter. Cunning.

How:
You can only do this when you have LESS than the recruitment cost and the unit is ONLY temporary recruitable. Go to the person you want to recruit and select 'temporary recruit' then select 'don't recruit'.
