When you get to the part in the game when you choose dual sabres, sabre staff, or regular lightsabre, choose the sabre staff. Do one more mission (use level skip if you choose to). Save then quit game. Then select "New Game" from the main menu. You should have a sabre staff at the start of the game.
Note: This does NOT work with dual sabres. You also cannot change the hilt of the sabre staff but you CAN change the color.
