First you must have beaten both 1P Arcade (Normal+ difficulty) and Tag Team modes with every other character (except Sektor). The game considers Tag Mode beaten by a character as long as they were part of the winning team. You can check the detailed per-character stats by hitting the L-Button on the profile stats page and see if they've beaten arcade & tag modes. Then you must beat 1P Arcade mode on Hard+ difficulty with Scorpion while using his "Reaper Scorpion" palette.
