In arcade mode during the game.
How:
Go to the the parking houses by the orignal Levis store. Go to the end of the parking slots and coast of the edge and onto a roof. Whilst you are on the roof turn left you should find a woman who wants to go to the Police station and is offering $990 but if you do some crazy drifts and crazy through you should be able to make it $1000.
