You first need two shovels, then when you walk around town look for where the ground glows gold. Dig uo the 1000 bells that lies there but instead of just filling in the hole, bury one of your shovels in the gold hole. A golden tree will sprout up, when the tree has matured enough over a few days you can then go back and shake the tree. A golden shovel will fall from the tree for you.
