On the tutorial level, go to the van with the sniper rifle in it. Noe jump across to the vent on the nearby wall. You should now be able to jump onto the fire-escape. Go to the top of the fire-escape and you should see a window. You'll know it's the right one as it's much highly-textured than others. Shoot or jump through the window. Inside you'll find ammo, an Ingram & some painkillers.
