When:
In any match which has a chair in it. For example, a TLC match.
How:
By picking up a chair which is on the ground (press R1) then press R1 again to set up the chair in a 'sitting' position. Then, hold down a directional button and press R1 next to the chair. The wrestler will now sit down!
