At Manager screen.
How:
Forget all that rubbish about entering Glenn Hodlle or Terry Venables, just enter your own name, and when it asks you to pick a team, you can choose an international. To do this, choose a team, e.g. Southampton, and choose a player from the country you want to control, e.g. James Beattie. Click on his nationality next to his name and age. The national squad will appear. Then simply click on "Take Control"
