By the Spring entrance is a boulder you can destroy. Head through, and hop into the water. Then just use your iron boots to sink down to the piece of heart chest. Now go back to the boulder you destroyed. Look above, and fire a bomb arrow at the boulders above. Use the Gale Boomerang to grab another Piece of Heart.
