When you have nugget, put it in your sixth place on your item list, speak to the man, press yes, and then fly to cinnabar island; use a pokemon that has surf and surf up and down at the left hand-side of the island, after a while missigno will appear, kill it or run away. You should have 200 nuggets now. Go to any shop and sell them for 250$ each. (Do not sell the last one, if you want to repeat it)

put the item you want to be duplicated in the 3rd slot of the item pack. talk to the old amn in viridian city and answer yes to his question. then, fly to cinnabar island and proceed to the east. when you reach the coast, start surfing up and down along it. after about 20 times you will have either 99 of your item or some kind of starnge symbol. if you have the symbol, do not worry as it is a number higher than 99.

How:
When your Pokemon reaches level 100, keep training it with the elite four or other way of training. After a lot of fights deposit it in a PC box and your stats should go up a little (This will not work with all Pokemon but seems to work well on Mewtwos)
