Go to Twinkle Park and look behind it. You should see a pool of dirty water that goes into a tunnel. Follow that tunnel and fly up the hole in the ceiling. You will then be in a attic. Go through the doorway and you will see the Jet Anklet. What it does is make you fly way faster so you will have a easier time beating Sonic on stages.
