Practice shooting with Barney for a few rounds to open up the Shooting the Fleet competition. Pay 50G to try at a 500G reward. Win and pay 10G to try another practice round. Lose that round and you'll activate the option to repeat the Shooting the Fleet competition once more. Repeat as much as you like.
