In the lower East Quack level, go past the section where you hitch a ride on the subway train and proceed along until you see a little brown fence with a little hole in the lower left side. Once there, turn left to find a Chang transport. Once you are Chang, go through the hole in the fence and on to the boxes beyond. When you get to the boxes, Chang will start scratching himself and you will then be transported onto his back as a flea with a heavy duty machine gun.
