First get a police car, and take it to one of your three garages. Next hit the X button to start the vigilante mission. Get out of the car, and get out of the garage. Let the garage door close all the way. Then do the Destroy All Cars cheat (Black, White, RT, LT, White, Black, X, Y, X, Y, Black, LT). Go back to the police car, get in, get out, and repeat the process.
