This isn't really a cheat but i just want to say the old man Bart and frankenstein Bart cheat doesn't work because you cant do 2999 as the year or 31 as the month.
Turbo Mode
In the options and hold L1 and R1 and press X, triangle, triangle, X. Then in any mode, hold down Square, till you fully stop. then let square go and hold X. Go to theOptions screen and hold L1 and R1 while entering the folling codes:
Brick car : triangle (x2) square circle
burns limo : triangle (x2) square (x2)
Nuclear bus cheat : triangle (x2) square,X

Ok, if you know the Bart Simpson cheat you can do this.( In case youdont know, go to you're ps2, switch it on,make sure there is no game in the ps2,go to system configuration, set the date to 10/31/2002.)
Insert Simpsons road rage game, go to sunday drive,make sure the selection blinkerison Homer simpson, then hit the circle button,youshould be in the options menu, hold down: L1+R1, then hit: triangle, trangle,circle, square.
Now hit triangle to go back, pick homer and then pick the first starting lacation. You should now have a happy new year 2002 Krusty car !!!!!!! Get Night Time:
